1. ISRAEL PREPARES FOR YOM KIPPUR

With the Jewish Day of Atonement just hours away, Israel prepares for Yom Kippur amid an elevated security risk days after a deadly terror attack rocked Jerusalem.
Public transportation will begin to shut down early Tuesday afternoon across the country.
Intercity Egged buses began closing down operation at 1:30 p.m., and are slated to end by 3:00 p.m.
City buses will also begin to shut down from 2:00 – 3:00 p.m.
Egged bus service will start up again at 8:30 p.m. Wednesday evening after the fast ends.
Israel's train system will run according to the Friday schedule, closing down by 2:00 p.m. Train service will resume Wednesday afternoon.
Security forces have increased their presence across the capital following Sunday's deadly shooting attack.
Tens of thousands of worshippers are expected to make their way to the Western Wall during the Yom Kippur holiday.
Police and Border Police have established temporary checkpoints, reducing or cutting off traffic from some eastern Jerusalem neighborhoods to the city center and Old City area.
The IDF is set to impose a general closure at midnight on Judea and Samaria. The crossings to the Gaza Strip will also be shut during Yom Kippur. Only emergency crossings from either Gaza or Judea and Samaria will be permitted.
The fast will begin in Jerusalem at 5:36 p.m. Tuesday, and end at 6:47 p.m. on Wednesday. In Haifa, the fast begins at 5:41, and ends at 6:48. In Tel Aviv, the fast begins at 5:51, and ends at 6:49.
2. RETURN OF THE SUICIDE BOMBER?

An Arab living in the Shuafat neighborhood of Jerusalem was arrested last month, in the midst of a plot to launch a series of terror attacks in the capital, Israeli authorities said on Tuesday.
The man, 22-year old Muhammad Fuaz Ibrahim Julani, was reportedly working in tandem with the Hamas terror organization on a plan to terrorize Jerusalem with a wave of shooting and bombing attacks.
Julani was indicted Tuesday morning on charges of conspiring to aid an enemy in wartime, contact with a foreign agent, and membership in a terrorist organization.
The Shin Bet internal security service nabbed Julani roughly a month ago, while he was in the midst of helping to prepare for a series of various terror attacks around the capital.
According to the indictment, Julani and unnamed co-conspirators had planned to produce a number of explosive devices and unleash a new wave of suicide bombings on a number of Jewish targets in Jerusalem.
Among the planned attacks were suicide bombings in the Jerusalem Central Bus Station and Malha Mall. Julani also suggested bombing a Jerusalem store where he had previously been employed.
The targets of the proposed wave of attacks also included the Hizme checkpoint at the entrance to northern Jerusalem, where Julani and his fellow terrorists planned a shooting attack with an assault rifle.
At a later stage in the planning, the cell settled on a suicide bombing on a bus travelling between the nearby Jewish neighborhoods of Pisgat Zeev and Neve Yaakov.
3. 'STOP TREATING TERRORISTS LIKE PETTY CRIMINALS'

Meir Indor, head of the Almagor terrorist victims' organization, called for the establishment of special courts to deal with those accused of terrorism in light of the decision by Jerusalem District Court judge Hagit Mac-Kalmanovich to delay the start of the prison term for previous offenses of the terrorist who then murdered 2 people at Ammunition Hill on Sunday.
"Two more families joined the Almagor organization this week. Two more families that we didn't want. As with previous cases, this terror attack was preventable. This is a Day of Atonement for the judicial system." Indor said.
Indor called for establishment of new courts to deal with terror suspects because "the blood of this week's victims is to be found on the hands of those senior judicial officials who treat terrorism like a neighborhood crime problem and do not see [the necessity of] a war on terrorism."
Indor said that if jurisdiction over terrorists is given from military courts to criminal courts, then the judges will want to give them the opportunities for rehabilitation given to ordinary criminals, and the terrorists will "laugh all the way to their next attack."
To put an end to this farce, Indor argued that Israel requires "a comprehensive overhaul of the legal system, especially the immediate establishment of special courts for alleged terrorists and the removal" of the usual legal defense of lawyers.
Indor explained that ordinary courts and attorneys are not equipped to deal with cases of terrorism. "Israel's government ministers need to do what they said they would do if they were in the opposition. As long as the terrorists know that their families won't be deported, their bodies will be returned to the Palestinian Authority, and that the PA will continue to pay their families stipends, Israel shows weakness against terror. The government ministers need to do some soul searching during these Days of Awe."
4. JEWISH FAMILIES RESPOND TO ANTI-SEMITIC FLIERS IN CALIFORNIA

JTA - Five Jewish families left about 600 Happy Rosh Hashanah fliers on cars at a Bay Area Rapid Transit station in response to anti-Semitic fliers left in the same station.
The NBC Bay Area affiliate reported Monday that the anonymous fliers wishing commuters a Happy Jewish New Year that appeared on cars at the BART station parking lot in Lafayette, near San Francisco, two days before the holiday, were left by members of Congregation B'nai Tikvah in Walnut Creek, California.
"We felt like we needed to respond and show that hate is not a dominant voice," Rebecca Bauer-Kahan told NBC. "We wanted to put out fliers that show were are part of a loving community."
The original fliers were discovered in the same station parking lot on Sept. 28, and called the Jewish community "serpents," and advocated for separating Jews from children. A man wearing a Santa hat had been seen leaving them on cars. They were believed to have been printed and distributed by a local man who runs an anti-Semitic blog that targets members of the Jewish community in Lafayette.
A BART spokesperson told NBC Bay Area that leafleting is permitted under free speech statutes.
5. 'HILLARY OFTEN LIES, CHELSEA A SPOILED BRAT'

A fresh batch of hacked Clinton campaign emails were released Monday evening, including several that reveal some surprisingly candid concerns of veteran Democrats regarding the former Secretary of State, her family, and her viability as a candidate.
The emails, released by Wikileaks, were drawn largely from accounts used by Clinton's presidential campaign chief John Podesta, and senior staff tied to Mrs. Clinton. Podesta acknowledged that his own account had been broken into, blaming Russian hackers.
In one email, Brent Budowsky, a long-time Democrat staffer turned journalist and marketing manager, wrote to Podesta in March, as the Democratic primary battle between Clinton and Bernie Sanders was at its peak.
Budowsky, a staunch Clinton supporter, chided her for lying in her attacks on the Vermont Senator, saying she frequently says things "that are untrue."
"Hillary should stop attacking Bernie, especially when she says things that are untrue, which candidly she often does."
The email went on to say that Clinton would be extremely vulnerable in a general election, and could be unable to defeat any Republican candidate – except for Trump.
"Right now I am petrified that Hillary is almost totally dependent on Republicans nominating Trump… she has huge endemic political weaknesses that she would be wise to rectify."
In another email to Podesta, Budowsky noted reports that senior Clinton aides had told media outlets that former President Bill Clinton's "sex life could be damaging" to his wife's campaign. Budowsky lashed out at the claims, and suggested Podesta clamp down on whomever is "peddling this crap from somewhere within the Clinton camp."
In another email, former aide to Bill Clinton and cofounder of the Clinton Global Initiative Doug Band ripped Chelsea Clinton and her involvement in the Clinton Foundation, calling her a "spoiled brat."
Band was incensed that Chelsea Clinton had accused him of using his ties to the former president to enhance his own business, speaking in President Clinton's name to legislators while lobbying.
"I realize it is difficult to confront and reason with her but this could go to [sic] far and then we all will have a real serious set of other problems. I don't deserve this from her and deserve a tad more respect or at least a direct dialogue for me to explain these things. She is acting like a spoiled brat kid who has nothing else to do but create issues to justify what she's doing because she, as she has said, hasn't found her way and has a lack of focus in her life. I realize she will be off of this soon but if it doesn't come soon enough...."
6. EXPERT: REAGAN WAS ALSO CALLED UNSTABLE AND UNINFORMED

Donald Trump will change his behavior and act differently than he has on the campaign trail once he is in office, according to Professor Eitan Gilboa, the Director of the Center for International Communications at Bar-Ilan University.
In an interview with Arutz Sheva after the second presidential debate, Prof. Gilboa said that Trump could not behave in the same manner he has been doing if he wins the election because "It's one thing to win elections and another thing to manage the number one superpower in the world."
Prof. Gilboa went on to speak about other presidents who were considered unfit for the job by their opponents, including President Barack Obama.
"Obama came to the White House with no experience."
He compared the attacks on Trump to attacks on Ronald Reagan's fitness for the job, saying that in the end Reagan "turns out to be one of the greatest American presidents."
On the topic of the debate, Prof. Gilboa thought that Trump made a mistake in not bringing up the subject of Israel during the debate. "I think it was a missed opportunity for Trump." Prof. Gilboa said, stating that Hillary Clinton's association with the Obama Administration's policy on Israel makes her vulnerable on that front and gave Trump an opportunity to show that he is more pro-Israel than she.
Prof. Gilboa criticized Trump for his past inconsistencies regarding Israel, especially his lack of clarity regarding statements he once made to the effect that he would be neutral in mediating the Arab-Israeli conflict and that he would make Israel pay America back for the military aid it receives.
Trump's Israel advisers have since stated that Trump does not oppose Jewish construction in Judea and Samaria, considering it Israel's affair as a sovereign nation, and that he may abandon America's quest for a two-state solution.
7. NEW INFO: RON ARAD DIED IN CAPTIVITY

New intelligence documents estimate that Israeli navigator Ron Arad died a short while after he was taken captive and not as had previously been believed, according to a Channel 2 report Monday evening.
According to the report, 30 years after Arad was taken captive, intelligence agencies attempted to solve the mystery of his disappearance, as he was then still considered to be missing.
Arad's family was informed about all the new developments in formulating the intelligence reports, including documents and new testimonies which have been revealed.
On October 16, 1986, Arad, who held the rank of Lieutenant Colonel and was an Israeli Air Force weapon systems officer, flew a mission against PLO targets in Lebanon with pilot Yishai Aviram. A bomb dropped by their F-4 Phantom II apparently exploded prematurely, causing damage to the aircraft and forcing both crewmen to eject. Aviram was located by an Israeli Bell AH-1 Cobra a few hours later, and escaped by clinging to one of its landing skids as it flew away while under heavy enemy fire, but Arad was captured by the Lebanese Amal.
Much effort was invested in trying to determine Arad's whereabouts and his fate, to no avail.
However, based on the new information, it is estimated that Arad was transferred from the 'Amal' organization, which had originally held him, to Iranian hands, and died during the course of his first years of captivity.
8. NO MORE CANDY: IDF SHUTS DOWN TERRORIST MURDERER'S STORE

Israeli security forces operating early Tuesday morning shut down the candy store owned and operated by the family of the terrorist responsible for Sunday's deadly shooting attack near an Ammunition Hill light rail station in Jerusalem.
According to an IDF spokesperson, following the attack the store became a focal point for supporters of the terrorist, who took celebrated in front of the establishment, taking pictures and distributing candies and material endorsing the attack.
"In addition, a Hamas flag was flown above the store," an army spokesperson said, saying that the store had become "a center for support of terror activity."
